C64 MOS 8701 replacement

The PCB proved to be reliable and did a perfect job to accomodate the IC and the SMD components. This project is based on a open-source work from iz8dwf , skoe and desaster (DodgyPLL - http://github.com/desaster/c64-dodgypll) and provides a replacement of a custom IC which is no longer produced.
